Who voted Yes / No for secession at Chuuk State Legislature?

March 1, 2015 by Dr. Vid Raatior

Share

headline-VOTE-THEM-OUT

This is the complete tally of the votes by members of the Chuuk State Legislature on the question of Chuuk secession based on the official journal as provided by Florence Stanley from the Chief Clerk of the House of Representatives. These votes were cast based on the Final Report by the Chuuk Political Status Commission (CPSC) which recommended that Chuuk secedes from the FSM to form an independent Republic of Chuuk.  Presumably, the leaders who opposed secession by voting “NO” and those who supported it by voting “YES” will hold their respective positions on the issue if re-elected to office on March 3, 2015. The Governor’s Executive Order allows the Chuuk State Legislature to reschedule a vote on secession. But what if we vote out all those leaders who voted YES for secession? The leaders have voted! Now it’s your turn to vote!. Be courageous! Kich Chuuk!

Note:

If any of the leaders who voted “YES” have since changed their minds based on information that we have reported here on the Chuuk Reform Movement’s website, I encourage them to say so publicly and in the comment section below. I also encourage all voters to contact your respective representatives to inquire on their stance on the issue of secession as well as all other equally important matters for our State before casting your vote.

        March 17, 2015 at 4:17 am

Right you are. The people have the right to know how their representatives voted on any issue. However, Vid has deliberately misled you; the vote was whether the Final Report from the Commission was complete enough to put the question to a vote by the people. This is such an important question that it should be up to the people, not politicians. I asked Vid to clarify, but he doesn’t care about the truth. Now you know.

        • Vid Raatior says

          March 17, 2015 at 8:39 am

Welcome to the dialogue, Mr. Brian Dickson. As the Legal Counsel for the Chuuk State Legislature, we expect more from you to uphold our law, not to mislead our elected officials with your misguided interpretation of the law of our nation. It is disturbing that all those who support secession talk negatively about our FSM National Government just as you do. It is very clear to me that the members of the 12th Chuuk State Legislature have been misadvised by their own legal counsel who think negatively about our country.

As for expecting me to blindly pass on to the people of Chuuk YOUR version of the “truth” …no thank you. I, and the Chuukese people are capable of making our own judgment of our own leaders’ actions. We can decide for ourselves based on our reading of the journal as provided to us by the Chief Clerk of the House of Representative, Florence Stanley…as posted on this article.

If you think I would serve as a mouthpiece of the corrupt members of the Chuuk leadership as you certainly are paid to do, you have much to learn about the strength of the Chuukese people. If you don’t understand that, then go back to Oklahoma and serve your brand of outlaw there…not in our House.

    March 3, 2015 at 10:12 pm

Kinisou to the web administrator for continued updates on the political atmosphere of our beloved Chuuk. I am however not so happy with the way some people in here are reacting to the issue. Instead of bringing legitimate reasons to vote No, all we talk about is “they are lying and deceiving us!” Differences in political views are not always about personal gains, it is in fact the nature of a political process to debate and ensure that with such deliberation we can compromise in order to achieve not only the best but also one that majority of people (cannot always please all). Has anyone ever considered the possibility that some (maybe not all) of the our leaders are genuinely advocating for what they believe (whether you agree or not) to be the best of interest for the people? Our history of corruption (which exists in any other political entity) does not justify us to crucify them all. It’s already too late but I hope their position on the issue is one of many factors, not the only factor to determine who we voted for. I am heartbroken that this is what we’ve become: in the name of “concerned/active citizen”, we have sacrificed our own “mirit” as mature Chuukese adults with cultural values for the sake of our own misjudgment of individuals we do not even know personally. While I agree that they should always be scrutinized under the strictest test, we need to do it civilly and with respect. We do not need to resort to animosity to address the issue.

Having said this, as I mentioned earlier, compromise is very important. That is the only way we can actually accomplish something. The US Congress has always been frowned upon by majority of US citizens because their refusal to do so always resulted in a filibuster (no one wants to compromise so no decision is ever made shutting down federal offices temporarily several times). Coming to the independence movement, I will not be surprise if it resurfaces in the near future. But this won’t be a problem if both state governments and national government make drastic overhauls to meet the needs of the individual states, which are legitimate issues raised by the commission. After all, the people are at the state level, not the national. Any shortfall is felt at the state level, not the national. Although it will take several years and with much difficulty, the governments on both levels can come up with the workable structure that would be beneficial to both levels (base on complains/reasons raised not only by Chuuk but also Yap and PNI).

Anyhow, forgive my ranting. I hope I did not offend anyone here. With respect, sufon and menin, ach enletin tirow me fairo napanap womi aramas auchea meinisin. Kinisou chapur.

I am freakin offended by your message ..wow..!!!

Sacrificed our own “mirit” for the misjudgment of these individuals.??

Well, lemme tell you…Sabino was a former SN congressman, and he did nothing for the people…
Jack fritz-CPSC legal counsel-was a former Congresman for decades and he did nothing for the people..
I can go on with the list..and you will be surprised to know the truth…
Yes, compromise is important, but have they CPSC and Chuuk leaders give a shit about it.?? No.!!
The commission and the state of Chuuk don’t want to compromise with citizens of Chuuk and especially our FSM president.. We were denied, ignored and excluded in the movement process..!

Therefore, that compromise you mentioned is a $hit.!!

Legitimate issues raised by the commission.? Like, excluding chuukese living abroad in the march 2015 election because they’re not REAL chuukese.??

In a democratic government, people have the right to fight/ show their displeasure and disagreement toward politicians and the government.!!
Therefore, I will not respect anyone or state officials as long as I am satisfied with their performance…I will keep pointing my big middle finger at them ..!

You just like them, pointing finger at the national government instead of pointing back that crooked fingers at yourselves..!!

C’mon man…admit your fault.!! No shame..!!

        March 4, 2015 at 5:02 am

        Fan-Cool,

First of all, tirow and my sincere apologies if my comment offended you. My comment was actually meant to ask people to disagree respectfully, that is one of the important virtues in our culture. What is wrong with showing our displeasure with sufon and menin? It doesn’t hurt us. I, like yourself, am always proud of my identity as a Chuukese, and that “Chuukese-ness” is rooted deeply in virtues laid down by our ancestors. There are people who believe our culture is not compatible with the foreign government that we have. I do not believe so! We can engage in a polity that’s catered to who we are and our traditions. If not, then we loose our identity, which is what makes us Chuukese.

Secondly, I also apologize for not being clear on what I meant by sacrificing our “mirit.” I actually meant that we should never take our dissatisfaction as justification for insulting and downgrading our leaders saying they are mischievously deceiving us. If you noticed I said they will still be strictly scrutinized by the public. If you also notice Mr. Vid Raatior’s items (though I do have my disagreements on his approach, tirow wom Vid) he does it with respect. That is all I’m asking for: that we do it civilly with respect. I do not know how this offends you. In fact, all the profanity directed towards our leaders should never be acceptable. However, we still have the right to question their motives and their political views. You did mention some individuals in here and their past dealings, which I do understand how that would affect how we view them as persons. But, this is strictly on the issue of independence. Is it not a legitimate reason that even with the 2023 plan put forward by the FSM and states (governors were part of the working of it), Chuuk will be short by a large amount, resulting in laying off of 800 plus working individuals who are supporting their families, which can multiply the number to over 2000 plus Chuukese being affected? Is it not a legitimate reason that because the people are more affected on the state level that 50% of generated revenues is not enough (other 50% going to FSM)? Is it not a legitimate reason that in order to reduce the shortfall the fishing fees, which the FSM claims 100% of, could either be shared with the states or perhaps 100% given to them for fishing license issued for fishing activities within the boundaries of each state? (I know these are compromises but they are legitimate grounds for dissatisfaction of not only Chuuk but also PNI and Yap).

You see, I try to put myself in their shoes as well. I am in the U.S, my entire family is in the U.S., my nieces and nephews and my own children are in the U.S., so I too understand why we are so opposed to the movement. I understand why some say yes and some say no. I do not think arguments on either sides are without legitimate grounds. That is not the intention I wanted to talk about regarding compromises, I only meant that after all of this, a compromise between the dissatisfied states and the national government would be ideal. I am not taking any position. Although this is a very personal matter, we should never take it too personal to the point of attacking and not coming up with constructive arguments without begin too disrespectful. Would that make a good and healthy debate? A healthy debate yields good results, not one full of bad mouthing and hating.

Now I understand our predicament regarding our leaders. But I am not going to point finger. I will remain civil, and I will approach the issue neutrally. This comment, by the way, is also based on the listing of names by Vid on who voted yes and no. How can we know if they are doing it out of lying and personal gains? How do we know they are not honestly (may be false belief) trying to do what is best for Chuuk? This disagreement does not make them liars, at least not all of them.

With all that said (I still have more though), I will stop here just to say I do respect your dissatisfaction for I too have my own. All I am asking is we do this with respect. Doing it with insults, hatred, and profanity brings us down on the low levels. We need to elevate ourselves and do this civilly. I am not pointing at you specifically though, I am referring to others who are too hateful in here.

Again, my sincere apologies and with all due respect, sufon, menin, and fairo,

        Loyalty

you are now involving people who are innocent and honest in what they do. take mersai for example, He was attending to an urgent matter (Family Matter)

All i see is one side of the coin…what we Chuukese should be doing is weighing it evenly. Not just voting with one eye open and the other eye closing. . .you people living abroad shouldn’t act like you guys know-it all with what’s really happening here…don’t say you care for Chuuk if all you do is sneer at us living here. . .if you really care for Chuuk, get educated and get back here and ask what YOU can do for your state (Chuuk) instead of just looking down on us and saying all these without even making a move. To those with sincere hearts, don’t get discouraged just because things didn’t work out the way you wanted it…we must weigh it evenly, both sides of the coins and look at what it will benefit both our generations now and for the next (many) generations to come. To you parents, i call for you support. Think, what is FSM being even to our mother (Chuuk)? are we truly receiving what we ought to survive on?

And please, don’t just categorize all candidates in one term “corrupted” because esapw iir meinisin…let us help Chuuk breath once again instead of submerging it ever-so deeper into the deep sea of “corruption, lack-of many things (better education, better facilities, etc).

You displayed poor judgement as well as unprofessional response toward fellow citizens who happen to have different views regarding corrupt leaders and the direction of our underdeveloped state.. I can sense madness /defensive tone in your message..since you ( leaders ) are boxed in the corner..

      Madness Tone :
      a) you people
      b) get educated
      c) act you know-it all
      d) look down on us
      e) make no move to help

Please give us room to express our displeasure/disagreement toward leaders and the direction they’re taking us to.

And thank you for pointing out a fact-poor education and poor facilities..that is the one part of the coins that we see, which lead us to fight back and argue with you ( leaders)

    • Vid Raatior says

Marz, the link to the journal for the day’s deliberations is included in the post. From what I can gather from the journal they were voting on accepting the Commission’s report which obviously concludes that Chuuk should seek secession from the FSM to form an independent republic.

  28. Sabino Asor says

    March 24, 2015 at 11:49 pm

Fan-Cool, you talked about Jack Fritz and I in the FSM Congress, may I ask what exactly is your position and profession that makes you think you are qualified you to attack our performance in Congress and accuse most Chuuk leaders of “corruption.”

First of, be professional enough to give your real ID when you are also talking with real people, not pseudonyms. Mr Fritz and I are real people. Who are you? Are you seriously professional and have enough courage to identify yourself. Let’s get real if you really have anything to say.

Second, what is your understanding and examples of “corruption” that you accuse most Chuuk State leaders of? Give concrete examples, not just your and other anonymous posters opinion and accusations.

Third, please tell us you level of education, degrees earned, profession and occupations, and recorded, verifiable accomplishments to compare with Mr Jack Fritz’ and my public records, if you accuse the two of us of “accomplishing nothing” in the CFSM Congress. You should know that Mr Fritz served more than 15 years in the Congress, including being the Speaker for more than ten years, after being an LC for the Chuuk Legislature after graduating from an accredited US law school..

I am the one who do not have much record myself in comparison, having served in the Congress for only one term. But there, if you checked the record, you will find among other things, I as rookie Chairman of the Ways and Means Committee, I introduced the FSM’s first and only Bankruptcy Code, and the Amended Financial Procedures Act to be harmonized with the new Amended Compact of Free Association, presided over all the Committee hearings over those major bills, and made sure they passed the Congress to become part of the Nation’s body of laws in use until today. The Nation is still benefiting from our modest accomplishments in the Congress, and you say we did not accomplish anything?

Please, if you are man enough and professional enough, state your name, and accomplishments to compare with the substances of your accusations. FREEDOM OF SPEECH REQUIRES THE TRUTH!

People do not just accuse other people of “lying’ or “corruption” without substance. Hope you and all of the self appointed critics have that similar understanding.

This goes directly to Sabino, why would you ask for profession, occupation, level of education and proof of that accusation that Fan Cool made? Why don’t you speak or better yet act professional, I think we the citizens of Chuuk State have rights to speak our minds. Have you heard of retaliation? Retaliatory is illegal, speaking of proofing achievement, why would you mention that when we actually know that Chuuk is not improving nor developing because someone like you can stand up and try to fix the problems that we have back home, roads still in bad shape, hospital is not improving or doesn’t have resources because the new generation of leaders are not doing the right deeds, Education is not resourceful because of misused of grant. We the citizens of Chuuk have to go outside our islands to other countries such as Guam, Saipan, Hawaii and U.S itself in searched of job and better education. No jobs being developed in Chuuk. Why choose to terminate Compact of Free Association if we are definitely sure that we can do it without the help of U.S.A. Why choose the communist country China to come in our ocean and do whatever they want. Did you not know that Hitler is a communist, killer(murder) a selfish and greedy man. China is just as bad as Russia when Hitler was in control of his people. The people of Chuuk won’t be able to choose what they want to become or what they want to do when you become a Chinese believer, there won’t be any Christians but buddists. Don’t forget that Jesus is the son of God, the creator of all creations. I’ve seen all the problems back home that are not being solved, you outta be able to see the problem, find the solution and execute or solve the problems, if you’re that blind to see the problems in Chuuk then you need to stop acting like an intelligent and knowledgeable man because an educated and understanding person never take it personal, Like I always tell my employees about our clients, or should I say people that we assist to remember my saying it’s not personal, it’s professional.. Accusation is a charge of wrongdoing, imputation of guilt or blame, however you being accused of somethings that are true because I see the roads, hospital, schools and everything is underdeveloped not nearly improved.

rivelyraymond, explain why you choose to become like a foreigner to the leader of all nations U.S.A, you must be a communist yourself, greedy, ungrateful, selfish, crooked and corrupted citizen of Chuuk State. You must be related to those significant others that are trying to stand on their own knees instead of their own feed. You must be a 50% Chinese an addiction of gambling violence. Cruelty and brutality and killing must be your expertise., because those are what the communist enjoy.doing.

The end is near…I can feel it. Time is ticking….these are the last.days…lol I’m really enjoying these debates…I’ve been going through several topics and discussions and it seems like fan cool and Sabino are going at it. Fan cool I understand your frustration and yes..by all means..use your freedom of speech. And Mr.Sabino the AG I’ve seen you once at the hearing here in hawaii and you are an important figure to the chuukese community. Very smart individual. All I have to say to you is continue in the profession that God gave you. Be the good Samaritan for the people. You seem like a trustworthy person. If there’s something strange going on with the officials in chuuk then do what is right.

Want you to tell the truth, nothing but the truth, OK?
Tell the people of SN, the people of Chuuk, the people on this forum (especially these uninformed ones, that during your one year term as a FSM Congressman from SN, YOU USED [ OFFICE SUPPLY MONEY ] to BUILT a “” HOUSE “” ON UMAN ISLAND claiming its a office…ehehe..where is the office now, and the money used on this family house? Gone with the wind!
